Officer Hank Billy
A campus operations comedy built around one man, one walkie-talkie, and an endless parade of questionable decisions.
The Concept
Officer Hank Billy is a short-form comedy series set inside the Campus Confidential universe. Hank is not trying to be a hero. He is trying to get through the day. Unfortunately, every strange student problem, parking-lot meltdown, dorm rumor, suspicious backpack, missing key, loud goose, and vending-machine crisis eventually becomes his problem.
The Hook
Real campus life, filtered through one exhausted but hilarious operations officer who has seen absolutely everything.
The Format
Fast, repeatable, low-cost episodes driven by walkie calls, campus incidents, and Hank’s dry reaction to human stupidity.
The Advantage
It uses an existing Empire brand, fits Van’s real-world security background, and creates a sustainable production lane.
Why Van Works
We are not asking Van to become someone else. We are building a character around what he already naturally brings: authority, lived-in humor, campus familiarity, security-job credibility, and that perfect “what the hell now?” face.
Real Job
The security world gives him stories, rhythm, body language, and authenticity.
Real Character
Hank Billy is a slightly exaggerated version of a guy who already exists.
Real Production Model
One actor, one campus-style location, one radio, one camera. That is the engine.
Visual World
The show lives in a heightened UNCW-style campus universe: teal and black, walkies and coffee, school spirit, student chaos, and dry comedy presented like official campus communications that got hijacked by a smartass.
Officer Hank Billy
The flagship character. Campus operations. Real stories. Ridiculous people.
The Van Report
Field reports from campus chaos, delivered with fake seriousness and real comedy.
Van at the Desk
One desk. Zero filter. Campus confessions, reactions, and front-line absurdity.
Port City Problem Solver
If it is too weird, too small, or too stupid, Hank handles it.
Coach Hank Billy
Sports wisdom, life lessons, and questionable motivational advice.
Campus Safety Minute
Quick safety tips that start useful and end funny.
Mini Season Map
Season One can be built as short proof-of-concept episodes, each designed for TikTok, Reels, YouTube Shorts, and pitch-deck proof.
Suspicious Backpack
Hank responds to a campus alert. The threat turns out to be a forgotten lunch, three textbooks, and one deeply confused freshman.
The Goose Incident
A student reports an aggressive bird “blocking access to education.” Hank negotiates with the goose. The goose wins.
Parking Lot Diplomacy
Two adults, one parking space, zero dignity. Hank discovers peacekeeping is harder than enforcement.
The Vending Machine Hostage Situation
A student claims the machine “stole his future.” Hank tries to recover a stuck granola bar without starting a riot.
Ghost in Room 217
Students report paranormal activity. Hank finds an RA, a Bluetooth speaker, and a very committed prank.
Finals Week Screaming
Dispatch reports screams near the library. Hank has to determine whether it is danger, drama, or just chemistry majors.
